What is the term used for someone who 'gets off' on dry-humping an unsuspecting person in a crowded place.
(i.e. subway or bus.)

That's easy. A person who does that is called a "pervert" and the official term for doing that is
"Molestation".

You're right that a person who rubs off on other people is a pervert and a molester and all the rest, but there's a
technical term as well: frotteur. As in one who performs frottage.
Frottage can, of course, be consensual, but these sickos are called frotteurs, due to our society not wanting to draw
the line in the right place...IMO it should be between consensual and non-consensual, not between "normal"
and "abnormal," but of course that's me.
